I would recommend a freshwater tank. They are much easier and a saltwater tank would be very hard to keep in just 5g.
In my opinion I would stock a 5 gallon freshwater tank with:
8 Neon Tetra, They have lovely colors and are a great schooling fish!
3 Albino Cory Catfish, They do a GREAT job of picking up leftover food from the bottom of the tank
1 Mystery Snail, It will tank care of cleaning the walls of the tank

No saltwater fish in a 5 gallon. Saltwater fish need very stable conditions which cannot be achieved in a 5 gallon aquarium. If you are very good, you can get away with a 10, but that’s it.
As for freshwater, anything that would appear to swim comfortably in one. Go to your LFS and look at the fish. Less active small fish could live happily in a 5 gallon.

A 5 gallon salt water tank should be left to an expert only. Water parameters can change very rapidly and you could lose a lot of money. :/
Stick to fresh water. Im sure you could fit some neon tetras or a couple of guppies.
