Can copper be welded to brass or only soldered? And what kind of solder or welding rod is best?

Best way to connect them would be to drill a hole and put a bolt through it, provided water isn’t involved here.
Brass and copper are easy to drill……. at least, compared to steel…Note: a simple, predictable solution to problem is a lot better than a sexy and exciting one like welding or soldering.
Brass has a significantly lower melting point than pure copper. Also, molten brass is very fluid, making fusion welding difficult. Dilution of the brass into the copper in the joint could cause unpredictable properties and possible brittleness.
Ordinary plumbing solder+flux works fine on both brass and copper. The only downside is that soldering requires a very close fit. Solder will not fill gaps!

it can be soldered brazed or welded but on welding there is a problem with the zinc content of the brass you can get something like "nondezincifiable?" brass and brass welding or brazing rods

I think they may have a sufficient different melting point that you can’t really "weld" them. Though I guess if you braze them you would be technically welding the brass and soldering in the copper.
At least for jewelry silver soldering is used to connect brass and copper. Depending on what you try to do that could be best. A different way could be to use rivets.

you can use small scale, sheet metal below about 16ga and rod less than 1/4" diameter in copper, brass and mild steel.please hava a try.
I have used silicon bronze tig brazing to put together virtually any copper based alloy, even some with high lead or zinc contents, with steel, stainless, and cast iron.
